What is Best Value Contracting?

 
It is a procurement method selecting the best combination of price and qualifications, rather than just the lowest bid. It utilizes objective criteria, such as demonstrated management competency and past performance, to deliver the greatest overall benefit.

“It is the intent of the Legislature to enable school districts to use cost-effective options for building and modernizing school facilities.” (20119.a) Authorizes best value procurement process for bid evaluation and selection for construction projects that exceed one million dollars ($1,000,000.00).  Allows qualifications-based selection for construction contracts. Includes a sealed price bid that is divided by the qualifications score to determine winning proposal. The benefit of best value procurements Includes more qualified and experienced firms and personnel working on district projects.
